Crossfire does have reactionary rules. E.g., if a moving unit passes through an area within LOS to an opposing unit, that non-phasing unit may attempt to "stop" the moving unit with fire. If the the moving unit is at least Suppressed, the moving unit has "failed" in its move, and the initiative passes to the other side. With proper use of cover and smoke, the side with initiative may accomplish several tasks and move several bounds before the other side gets to do stuff. Conversely, a single well-placed machine gun or two can ruin a platoon- or company-level attack.
We've used the game engine play Star Wars and Heavy Gear skirmishes, too.
